Grand County commission approves amended advisory-board bylaws; workforce-development seat becomes voting

County staff told the Grand County Economic Opportunity Advisory Board that the county commission approved amendments to the board’s bylaws that change board composition and voting rules.

Ben Alter, assistant economic development director, told members "The proposed amended bylaws passed the commission, so they are — they are passed." He summarized the principal changes: creation of a nonvoting economic development director position, designation that the county representative must be a voting seat under state statute and will be filled by the commission administrator’s office, and conversion of the workforce-development representative to a voting role with a described definition to guide recruitment.

Board members noted that Jasmine Duncan’s status changed from a nonvoting municipality representative to a voting municipality representative. Alter said the board now has nine voting positions; members observed a quorum is five.

Alter said staff will post the newly defined workforce-development representative position in the coming days and begin accepting applications. The change allows the board to recruit for a workforce-focused voting member rather than requiring the seat be filled only by a workforce-development-services staffer.

The board did not take a formal vote at this meeting on additional appointments; members discussed next steps for recruiting to the new workforce seat and confirmed quorum math for future actions.

Staff said they will circulate the job posting for the workforce-development representative and alerted members to begin recruitment outreach.
