Monroe County visitors board approves contracts, moves $50,000 a year to capital improvement fund

"This resolution is to transfer funds for 2026, to transfer $4,166.66 from the general fund to capital improvement fund on a monthly basis," Speaker 1 said when introducing the measure. The resolution totals $50,000 annually. A roll-call vote recorded affirmative votes from Mike Campbell, Kirby Brown, Trent Seats and David Henry and the resolution passed.
The board also approved several claims and operating requests. Speaker 1 presented an operating claim from Bloomington for $750,000 and a first-quarter downtown claim of $148,025; other approvals included a $2,161.24 reimbursement for preliminary visitor-center insurance expenses and a $4,023 event-related claim. Each item was moved and carried by roll call, with the votes recorded as yes from the same commissioners.
Two multiyear contracts were presented and approved. The commission renewed a marketing and promotion contract with Visit Bloomington to support countywide tourism and sales efforts, and approved a three-year convention-center management contract with DBI that will extend services through 2028. "This is a redo of the contract we've been operating for many years," Speaker 1 said when introducing the management agreement. Both contracts passed on recorded votes.
No legal or statutory references were cited during the votes. Commissioners said the transfers and contracts were part of routine annual planning as the county prepares to open the new, larger convention center.
The meeting adjourned with no additional actions scheduled; commissioners noted staff will present follow-up materials as the new center and related budgets move forward.
