The Canal Winchester Planning and Zoning Commission approved CU-25-002 on Dec. 8, granting conditional-use authority for Oxford Automotive to operate a full-service automotive repair facility (excluding collision, paint or body work) in part of a building at 6270 Bone Road. The commission’s approval was conditioned on bringing the property’s existing parking-lot lighting into compliance with the city’s commercial development standards.
Staff described the request as a conditional use under Chapter 11.67.03(c) for an approximately 10,000-square-foot portion of an 8.69-acre site that historically hosted auto dealerships and related uses. The site plan shows 62 parking stalls; staff said that meets the commercial district standard including the 25% allowance over minimum requirements. Because the parcel’s parking fixtures currently appear to exceed the city standard for light intensity, staff recommended a condition requiring the parcel-wide retrofit or installation of dimming/master-control devices so lighting would not exceed 20 foot-candles, per Chapter 11.99.06. Mr. Moore said the property owner and the applicant may coordinate how retrofit costs and responsibilities are handled and that civil review and a photometric plan will be required prior to permits.
Applicant James Church told commissioners Oxford will provide mechanical repairs and short-term loaner cars; he said most vehicles are serviced within two days and longer repairs take two to three weeks at most. Commissioners and staff discussed enforcement—Mr. Moore said occupancy certificates define the allowed area and can be revoked if the conditional-use terms are violated.
Miss McDonald moved to approve CU-25-002 with staff’s lighting condition; Mr. Wildenthaler seconded. The roll-call vote was unanimous and the conditional use was approved. Staff said the applicant must submit a photometric plan and the site’s lighting-control strategy as the next step.
