The Canal Winchester Landmarks Commission on Nov. 24 tabled application CA825049, a proposal to demolish an existing single-family house at 73 North Trine Street and build a new residence reusing the existing foundation.
Staff outlined the demolition-review process for the Old Town district, listing required materials for an in-depth review: interior and exterior photographs, a written condition evaluation by a building professional, a statement of need, consideration of alternatives, architectural plans and demonstration of financing and intent to build. The applicant presented floor plans and elevations showing a proposed house about 26 feet 5 inches tall (the commission estimated the original house was roughly 19–20 feet tall). The design would introduce a full porch, Tuscan-style columns and a livable space above the porch.
Commission discussion focused on interior water and mold damage, multiple historic additions (noting an addition built c. 2003), the condition and reparability of the existing glazed-block foundation (applicant said it can be repaired and reinforced), and whether enough original fabric could be salvaged. Members emphasized they would like clearer structural/engineer evaluations and further interior inspection before determining that demolition is warranted. Staff recommended an in-depth review in most demolition cases and suggested commissioners conduct limited site visits (no more than three members at a time and avoid discussing the application on-site).
Given outstanding unknowns about interior conditions and structural capacity, a commissioner moved to table CA825049 to allow site visits and additional documentation; the motion passed on a roll-call vote. The item will return after the commission either completes an on-site review or receives supplemental engineering and salvage documentation.
