The applicant provided photographs of the existing windows and told the commission the goal was to retain the original sash while improving energy efficiency for winter comfort.
During discussion the applicant and homeowner described the older, drafty storm windows on the house and said the new system would help insulate a second-floor room; the homeowner said, "My 6 month old's room is very cold," explaining the motivation for a timely fix. Commissioners asked about how the product attaches, whether the lower sash can be serviced from the inside and how many windows were affected; staff confirmed the application covered 15 windows and that the system is an aluminum channel with a compression fit.
A commissioner moved to approve CA25047 as presented; the motion passed unanimously on a roll-call vote. The approval allows installation as shown in the submitted materials; no exterior trim alterations were authorized beyond what the applicant proposed.
