On Dec. 8 the Canal Winchester Planning and Zoning Commission granted variance VA-25-018 for a 9,024-square-foot accessory building at 650 Bone Road, permitting a structure larger than the residential accessory-building maximum and allowing more than the district’s usual number of outbuildings.
Staff noted the parcel is zoned R-3 low-density residential but has functioned as an agricultural operation for decades, including a prior variance in 2008 to construct a riding arena. Mr. Moore told the commission the proposed building (about 72 feet by 120 feet with a 12-by-30-foot finished area) would house dog-agility training and related support functions and is sited between the applicant’s house and the existing horse stable. "The granting of the variance does not provide any undue privilege," Mr. Moore said, adding the property is not readily visible from public right of way and that staff recommended approval.
Commissioners asked about height (staff said the structure is roughly 23–24 feet, under the 25-foot zoning maximum), setback distance (building shown about 38 feet from the south property line) and whether the large parcel’s scale justifies multiple outbuildings. Mr. Palsgrove moved to approve VA-25-018; Miss McDonald seconded. Roll call returned unanimous yes votes and the variance was approved.
Staff and commissioners noted the property’s rural character within city limits and emphasized that the variance does not change restrictions on public events or commercialized uses not shown on the application.
