The San Luis City Council on Thursday approved several routine administrative and procurement items, including an appointment to the Economic Development Commission, a police substation lease renewal, purchase and outfitting of a patrol vehicle, and a professional services contract for intersection design.
Consent agenda A council member moved to approve the consent agenda; a second was given and the motion carried by voice vote.
Appointment to Economic Development Commission The council voted to appoint Octavio Ramirez to complete a two‑year vacant term on the San Luis Economic Development Commission after the department said it had four active applications and the prior commissioner had resigned earlier in the year.
Police substation lease renewal The San Luis Police Department sought approval to renew its lease for an East San Luis substation with the property owner listed on the agenda as Gemini Property Holdings, Inc. Chief of Police (as introduced in the agenda) noted the substation is used for public services and training. The chief reported the monthly rent will be $3,000 (up from $2,500). The council approved the lease renewal; the transcript records one member as abstaining.
Vehicle purchase and outfitting The council authorized the purchase of one fully marked 2026 Ford Explorer for the police department and the vehicle outfitting from an existing vendor under contract. The chief reported a vehicle price of $50,096.85 and outfitting costs of $32,384.08 for a combined total of $82,480; a motion approved purchase and outfitting for an amount not to exceed $90,000.
Engineering services: Union Street and 4th Avenue intersection design The engineering department recommended awarding a professional services contract to Kimberly Horn and Associates, Inc., for design of the Union Street and 4th Avenue intersection improvements (traffic signal, street lighting, roadway, sidewalks, bike lanes and turn lanes). The consultant’s proposal was listed at $150,382 while the current fiscal‑year budget for the project is approximately $120,000; city staff said Kimberly Horn does not provide surveying and the city contracted Todd Robbins separately for topo/survey work and will need about $46,000 in the next fiscal year for that portion. The council approved the contract; the voice vote recorded an abstention but the motion carried.
No council actions at the meeting directly changed the city’s involvement with the Yuma Pipeline presentation, which councilmembers received as an informational briefing. The meeting adjourned after council reports and a brief public‑comment period.
