Commissioners approve engineering agreement, discuss jail scoping and routine county business

The Owen County Board of Commissioners approved an engineering-services agreement and moved forward on procedural steps for the county jail project while addressing routine county operations.
On a motion from a board member, the commissioners voted to approve an on-call agreement with HWC Engineering to provide engineering services for the highway department. The motion was seconded and carried by voice vote. County staff said the agreement imposes no standing cost unless the county requests services and that HWC would be available for bridge inspections, FEMA paperwork support and other engineering needs.
County Attorney reported that the county has selected BW and Garmond Construction to work jointly on the planned jail. The next formal step is establishing a building commission and developing a scoping agreement that will define contract terms and the project's key pieces; a county construction attorney (Tyler Lemon) will work with the sheriff's office to draft the scoping agreement.
Finance and highway items included a payroll total presented as $306,935.14 and regular claims totaling $834,258.01, with a combined payroll/claims total of $1,215,204.08 approved by the board. The highway department said it ordered 250 tons of salt for winter at a cost of $40,000 and reported that Monroe County will undertake two bridge approach repairs at a total bill of $46,500, leaving Owen County to pay $23,250. Staff also reported that three mowers were out of service and described repair plans.
On disaster-recovery work, staff said IDHS and FEMA require additional breakdowns of past work (labor hours and pricing) to advance CAT A and CAT C reimbursements; an IDHS representative will meet with the county to clarify outstanding documentation and deadlines.
