Owen County awards 2026 road-materials bids to Milestone, Premier Energy and others

Owen County’s highway staff on Dec. 18 recommended and the commissioners approved multiple 2026 procurement awards for road materials and services.
The board accepted Milestone for asphalt lots E and D and the single asphalt-materials bidder for asphalt materials. Great Lakes was named the calcium chloride supplier; Premier Energy was recommended and accepted as the county’s fuel vendor; Rogers (with S & G out of Terre Haute for whole-patch material and Lincoln Park as backup) was approved for aggregates; and E3 Bridge & Civilcom was recommended for culvert pipes.
Highway staff said the selected vendors were within a close price range and offered logistical advantages based on plant location. One commissioner explained the choice by saying, "If we're getting hot mix, I don't wanna have to run from Mill Grove Road to Bloomington when I can go straight to Cloverdale," citing shorter hauls and better plant positioning as a factor in vendor choice.
The board moved to accept the list of recommended bids and approved the motion on a recorded voice vote. Staff noted inventory levels for pipe and salt/sand, and said parts are on order to repair some out-of-service trucks.
Next steps include executing contracts with the named firms and arranging delivery schedules for winter and upcoming road projects.
