The Oviedo City Council on Dec. 15 adopted a resolution to establish a 15-member Charter Review Committee and set the process and timetable for the group's work.
Staff told the council the city charter requires a review at least every five years and presented two selection options: (1) each councilmember appoints three members (the traditional method), or (2) a ranked-selection process in which all councilmembers nominate up to 15 applicants and staff compiles a ranked list. The resolution adopted by council follows the traditional method under which each councilmember appoints three members and the full council fills vacancies.
Council members debated the two approaches. Mayor Sladek opposed the traditional appointment method, arguing that a ranked-selection process would produce more diversity and reduce political favoritism; other council members favored the traditional method, saying individual review of resumes and familiarity with applicants are appropriate.
The motion to adopt the traditional appointment approach passed by roll call (three ayes, two nays). After the vote, staff said there were 26 applications. Councilmembers then proceeded with an in-meeting selection process, taking turns to appoint members until 15 names were chosen. Those who introduced themselves from the audience included Carl Thornbrew, Brian Klaus, John Manion, Rebecca O'Brien, Nicole Martin, Nancy Zoller, Victor Bogatria and others. The committee will meet on the second and fourth Wednesdays at 5:30 p.m., with work beginning in January and an internal completion target of May 18, 2026 and recommendations to council by June 1, 2026; the committee may request extra time if needed.
