Committee approves 2060 transportation plan resolution after minor corrections

Washington County’s Public Works Committee voted to approve a resolution adopting the 2060 transportation plan on Dec. 15, 2025, after staff walked the committee through a set of minor corrections made since the previous presentation.

Presenter (Speaker 8) summarized edits that included wording clarifications, correcting a referenced year from 2043 to 2044, replacing an incorrectly inserted arterial map with the proper collector map, and fixing several table entries where a funding shortfall figure had been carried incorrectly (instances of 4,500,000 were corrected to 4,000,000). He also clarified that a table formatting error had made an end-of-horizon surplus appear as a shortfall due to parentheses; the underlying sums remain unchanged.

Committee members emphasized that the resolution and plan are advisory and subject to future budget decisions. Speaker 4 noted the final ‘‘whereas’’ clause in the resolution explicitly states the plan’s recommendations are contingent on annual operating-budget appropriations and further committee action, and thanked the county board chair for allowing the plan to come back to the full board in resolution form.

Outcome: After brief discussion, the committee voted unanimously to approve the resolution; Speaker 2 announced the motion carries and recorded Supervisor Hartwig and Supervisor Vespalic during the motion/second exchange.

Why it matters: The 2060 plan sets long-range roadway and network recommendations that inform budgeting and capital planning; the plan, as approved, remains subject to annual appropriations and further committee or board decisions.

Next steps: The plan is expected to go to the full county board (most likely in February) with the noted caveat that implementation will depend on future appropriations and additional committee reviews.
