Finance Director Amanda Jackson outlined a proposed change to the Canal Winchester pool daily-admissions process that would require patrons to pre-register and be verified before being allowed to purchase a day pass.
Jackson said the measure is meant to improve tracking of who is using day passes and to make it possible to hold patrons accountable for behavioral problems. As she put it in the work session, "this means you cannot wake up on a Saturday morning and decide to go to the swimming pool." Jackson described the operational plan as a one‑time verification that issues a reusable tag patrons will present each visit; memberships would remain unchanged.
Council members asked about scope and enforcement. Mister Moore asked whether purchases tied to tags would record usage and attendance timing; Jackson answered "that is the ultimate goal" and said the system will not be 100% accurate for in-and-out movements but will associate day-pass purchases with a verified tag. Mister Shea asked whether residency would be verified; Jackson said staff has not decided whether to restrict access by geography and said such a restriction would be a council decision.
Jackson said staff had not finalized any rate changes; if council wants to change resident or nonresident rates, that would come as a rate ordinance for council consideration. Council expressed general support for the verification approach and offered volunteer help for staff outreach and in-person verification sessions when the program is launched.
Next steps: staff will continue to finalize the verification process, plan outreach to residents so people can be registered well in advance of pool season, and return to council if they propose rate changes.
