Julia, a city staff member presenting the item, told commissioners that “about 127,000 cubic yards of material has been extracted” in 2025 and that “there has been no cubic yards imported, or brought onto the site in 2025.” She described the overall site as roughly 78 acres, with about 26 acres designated for mining and about 9.7 acres actively mined in the current phase.
Julia said the operation has been working in the northern portion of the site (phase 1) and plans to continue south into phase 2. She recommended a motion “to recommend the City Council approve the [company’s] small‑scale mineral extraction permit for 2026 and 2027, subject to the terms and conditions in the 2026 and 2027 draft conditions” included in the packet.
The hearing drew no public speakers. After the public hearing was closed, Julia said staff had spoken with the Rosemount Police Department and that “there were no calls made, no complaints made, within the 2024 and 2025 years so far.”
Commissioner Bugaj moved the recommendation to council; Commissioner Rivera seconded. The motion passed by voice vote with no stated opposition. The staff noted the item is tentatively scheduled to go before City Council on Dec. 16 for final action.
The commission’s recommendation does not itself approve new operating terms; council action will determine whether the two‑year renewal and the accompanying draft conditions become final.
