Rosemount council accepts separation agreement for former police chief Michael Dahlstrom

The City of Rosemount on Dec. 2 accepted the terms of a separation agreement and financial severance related to the resignation of former Police Chief Michael Dahlstrom as part of the consent agenda.

Mayor and council discussed the consent item briefly before the vote. A council member clarified that the action before the council was acceptance of the separation agreement and related severance, and noted that the city had received several complaints via an employee engagement survey; council stated it takes the issues seriously and supports staff and public-safety teams.

The consent agenda included multiple routine items (A–K) that passed together, including minutes of the Nov. 18 regular meeting; the 2026 meeting schedule; acceptance of an employee resignation (the police-chief separation item); the 2026 schedule of rates and fees for licensing and utilities; tobacco and liquor license renewals; donation acceptance for a ‘‘Heroes and Helpers’’ drive (noted donations of about $3,300 plus an American Legion donation to support shopping with 27 community kids); a joint powers agreement with Dakota County for restoration of McMenemy Woods; authorization to create a firefighter administrative specialist position; and a cooperative construction agreement with Met Council Environmental Services.

Council member Tyson moved the consent agenda, Freske seconded, and roll call recorded four ayes; the consent agenda passed 4–0.

What happens next: the separation agreement and severance are accepted by council as scanned into the administrative record; personnel follow-up will be handled by city administration according to internal HR and legal processes.
