City Manager Adriana Rodarte presented Ordinance No. 635 Amendment No. 4, a $42,944 decrease to align FY2024–25 financials with actual expenditures; she described the change as routine year‑end reconciliation to ensure accurate reporting and auditing compliance. Council approved the second reading and adoption.
Human Resources Director Carol (listed in the record as Carol Kamaladia and later Carol Gandelario) presented revisions to the dress and personal appearance policy (C‑10), the personal relationships in the workplace policy and the time & attendance policy. Revisions relaxed some prior restrictions (for example, footwear rules and some attire limits), strengthened rules governing workplace relationships to include vendors and other non‑employee relationships, and allowed employees issued city devices to punch in when on call while remaining under supervisor approval. Council approved the HR changes by voice vote.
Council also authorized attendance for the mayor and any council members at the U.S. Conference of Mayors winter meeting (Jan. 28–30, 2026) to support federal advocacy and networking.
