Applicant Trent Hatch said he worked with the property owner to address neighbors’ concerns and keep new lots near 8,000 square feet where feasible. Staff noted constraints created by flag‑lot geometry and the R‑1‑8 minimum width requirement; commissioners and staff suggested switching the lower parcel to R‑1‑6 and the other two to LDR to make the lot shapes more usable and avoid an oddly narrow backyard.
Rivergrove neighbors said the lot is overgrown and would be an improvement as infill housing; the neighborhood district representative reported positive feedback. The commission voted unanimously to forward a positive recommendation to council for the revised zoning (R‑16 for the lower parcel and LDR for the upper two) and approved the concept plan conditioned on redrawn lines that remove the narrow rear fragment.
Staff and applicant will finalize lot lines and engineering details during project plan review and subdivision platting.
