Planning commission continues revised site-plan review over lot consolidation, drainage and landscape questions

The Macedonia Planning Commission voted to continue review of a revised final site plan after staff and commissioners said the submission did not clearly show what was previously approved, what already exists on the ground and what the applicant now seeks.
At the meeting, planner Brian Franz said the project’s 2021 approval included conditions that have not been fully documented in the resubmittal: the two parcels approved in 2021 have not been consolidated on county records and the site plan still appears as two lots, a detention pond on the northern parcel may not have been installed to the approved plan and a revised landscape plan was required to replace Norway spruce with Colorado blue spruce. Franz recommended continuing the item until the lot consolidation and revised landscape plan are submitted and the impervious-surface calculations are shown on the drawings.
An applicant representative said some construction work and mechanical installations already occurred; the previous project manager has changed employers, which complicated recordkeeping. The applicant said they would confirm whether the northern detention basin was temporary to support construction and would resubmit materials showing the lot consolidation and plant substitutions.
Commissioners pressed the applicant and their design engineer to provide drawings that clearly show three items: what the 2021 approval authorized, what exists today, and the specific deviations sought now. Commissioner questions also focused on the project’s impervious-surface calculations (original versus proposed) and how proposed gravel areas would be treated under the city code requirement for hard surfacing.
Chair moved to continue the application to a future meeting in 2026 to allow the applicant to provide the requested documentation; the motion was seconded and approved by voice vote. The commission suggested the applicant coordinate with staff before resubmitting to ensure the package addresses drainage, lot consolidation and landscaping questions.
