Police Chief Administrator Jerry Hayhoe told council the department has received complaints about young people operating golf carts on village streets under the age of 16. Hayhoe said the village ordinance requires drivers to be at least 16 and to hold a valid driver's license to operate a golf cart on village streets and that the department will begin enforcement checks.
When council members asked about penalties, Hayhoe said unlicensed operation would be treated similarly to driving without a license and could lead to referral to juvenile court; allowing an unlicensed driver to operate a vehicle may be a misdemeanor for an adult. He emphasized that enforcement is a safety measure, not punitive, and asked residents to secure keys or otherwise prevent underage operation.
No ordinance changes were proposed; the council asked that the village communications ('Village Views') publicize the enforcement reminder.
The police administrator did not specify the precise fine amounts or a parent-penalty schedule; he said juvenile-court referral and misdemeanor charges were possible.
