Texarkana council approves multiple rezonings, site plans and appointments

The Texarkana City Council on Dec. 8 approved a series of ordinances and resolutions covering rezoning, site plans and appointments, and adopted a gas-rate amendment effective Jan. 1, 2026.
Council moved, seconded and passed a consent agenda that included Resolution No. 2025-184 (setting the 2026 city council meeting schedule), Order/Ordinance No. 2025-185 (canvassing returns and declaring results for a special election on city charter revisions), and Resolution No. 2025-187 (adopting the city’s investment policy). The council then approved Resolution No. 2025-186 appointing Council member Jay Davis as mayor pro tem beginning Dec. 8, 2025; Davis accepted the role and thanked predecessor Matlock.
On land-use and development matters, the council approved several rezoning and site-plan requests after briefings and public hearings: - Ordinance No. 2025-165: a Specific Use Permit to allow new and used auto sales at 2801 Texas Boulevard (no speakers testified; motion passed by voice vote). - Ordinance No. 2025-166: rezoning of a 0.77-acre tract at 5817 Richmond Road to Planned Development — General Retail (site plan for a three-unit, ~4,800 sq. ft. strip center was presented and approved). - Ordinances No. 2025-167 and 2025-168: related approvals for Lots 42 and 45 North Robinson Court (rezoning to Single Family-3 and a Specific Use Permit to allow a HUD-code manufactured home). - Ordinances No. 2025-169 through 2025-174: a set of industrial rezonings affecting Factory Heights and adjacent parcels to permit Industrial-2 uses, taken individually and approved by the council. - Ordinance No. 2025-179: closing and abandoning 20 feet of former Thomas Street and declaring surplus property in Hancock’s First Edition (approved).
Council also approved Order/Ordinance No. 2025-193, a site plan for a proposed medical facility at 3133 Pleasant Grove Road — described in staff materials as a 36,144-square-foot surgery center with an on-site 24-hour ER and six overnight rooms, 126 parking spaces and screening between the facility and nearby residential properties. Staff and Planning & Zoning recommended approval; the council voted to approve.
On utilities, City Attorney Jeff Lewis reviewed documentation supporting Summit Utilities Arkansas Inc.’s application to apply a core CPI index to natural-gas residential and commercial rates. The council held the required public hearing and adopted Ordinance No. 2025-188 amending the natural-gas residential and commercial rate schedules to take effect Jan. 1, 2026.
Most roll-call exchanges were conducted by voice; the presiding officer announced each ordinance as passed after a motion and second. Where public hearings were opened, there was typically no public testimony and items were decided the same night.
The council closed the meeting by announcing it would convene a closed session under Texas Government Code §551.071 (consultation with attorney) and §551.074 (personnel matters related to the Firemen’s Relief and Retirement Fund).
