Jeanette Bartos requested a conditional use to operate a small farm‑stand bakery from an 8×10 finished shed. Bartos said she operated on an honor‑system, self‑serve basis and that under state cottage‑food rules (recently updated) some state requirements changed; staff and commissioners noted the county may still require a local business license and that the Department of Agriculture rules apply to cottage‑food operations. The board approved the conditional use with the expectation that Bartos would obtain any required local licensing and comply with state regulations and the conditions specified in staff’s packet.
