On Dec. 9 the Effingham County Planning Board recommended approval of a rezoning request from AR‑1 to AR‑3 for roughly 5.81 acres at 459 Zettler Loop (map 417B, parcels 27 and 28). The applicant, identified on the agenda as Clarence Wilson, was not present.
Planning staff said the purpose of the rezoning is to resurvey lots to provide more livable area and required road frontage (AR‑3 requires 100 feet of frontage). Staff noted the application is complete with conditions: development services must review and sign the plat and the plat must be recorded for the zoning to take effect; any encroachments onto Zettler Loop must obtain an encroachment permit and meet the county access management policy.
Board members discussed likely easement and frontage solutions, noted many adjacent lots are nonconforming and that a recorded plat and access easements typically resolve frontage issues, then moved to recommend approval. The motion passed by voice vote. The board’s recommendation will be transmitted to the Board of Commissioners for final action; the applicant must record the plat and secure any required encroachment permit.
