Effingham commissioners table cemetery request after neighbor concerns; approve a home-business salon

The Effingham County Board of Commissioners on Dec. 16 tabled a conditional-use application from Judy C. Jones that would allow a single burial on AR1 property at 1317 Nolsey Conaway Road after nearby residents raised concerns about shared wells, water lines and property-value impacts.
Staff explained the ordinance permits a cemetery as a conditional use in AR1 if required setbacks are met and a plat identifying setbacks and utilities is approved. Judy C. Jones told the board she wants to bury her mother on the parcel. Several neighbors, including Genia Schuman, asked questions about how a gravesite might affect a shared well and said they "don't have enough information" about impacts. "There's water lines in that area, with our well," Schuman said, and asked how a gravesite would affect her water supply and property values.
Staff told the board utilities would have to be shown on the required plat and that state law allows local governments to set local boundaries for burials; however, commissioners said they needed more information about public-health and Department of Public Health requirements and asked staff to gather additional guidance. The board voted to table the conditional use to the Jan. 20 meeting and to bring state guidance and staff analysis back to educate neighbors.
Separately, the board approved a conditional use allowing Alexandria Inman to operate a residential hair-salon business at 769 Keith Road under six staff-recommended conditions, including obtaining an occupational tax certificate, limiting hours of operation, meeting residential-business code standards, and ensuring accessory-structure and Department of Public Health compliance by April 1, 2026. Staff told the board the applicant intends to be the sole operator and that parking would be at the rear of the residence.
The cemetery item was tabled to allow staff to present clarifying regulatory information and to give neighbors time to review the platting and utility details.
