The Village of Terrace Park adopted an ordinance on Jan. 14 that prohibits adult-use cannabis operators from locating in the village.
Rules & Law Chair Layman explained the ordinance as the outgrowth of a previously enacted moratorium and described the current measure as a definitive prohibition on dispensaries and similar operators. Layman and other council members clarified the measure addresses distribution/operations, not the private use of cannabis, which is governed by state law.
Councilors noted the prohibition is a 'belt-and-suspenders' approach: the ordinance provides a direct ban via codified ordinance language, and the village plans to follow up with zoning-code amendments to make the land-use code consistent with the ban. The council moved to adopt the ordinance as an emergency and recorded unanimous voice assent.
The ordinance does not change state rules about personal use; council members emphasized that local authority applies to the presence of operators and dispensaries within village boundaries and that zoning cleanup will follow to align the code.
