Terrace Park council asks county to certify proposed millage increase ahead of November ballot

The Village of Terrace Park council on March 19 voted to ask the Hamilton County Auditor to certify the revenue calculation for a proposed replacement and increase of the village’s operating levy.
The finance committee presented a 10-year budget outlook showing that, after funding an Elm Street waterline project and an upgraded EMS vehicle, the village’s reserves could fall below the committee’s target of six months’ cash on hand in 2026–2027. Committee chair LeMay told council the committee originally estimated a roughly 3-mil increase but, after additional work with the village solicitor and county staff, settled on an increase closer to 2.45 mils. The measure, as drafted in resolution 3-1-2025, would replace the existing 2.8-mil operating levy with a 5.25-mil levy and asks the county to certify the dollar value before the village proceeds to place the issue on the Nov. 4 ballot.
Council moved to adopt the certification-request resolution as an emergency and approved it by voice vote. LeMay said the certification step is procedural and required before the village can finalize a ballot question and funding estimates for residents.
If certified, the next steps will be the formal ballot language and scheduling the levy for the November election. The council’s report emphasized that maintaining adequate reserves is a best practice to avoid being forced into unplanned cuts while waiting on voter action.
