Forensic center nears 'dried-in' status; county approves energy-incentive application

Rutherford County's facilities director told the Property Management Committee the regional Forensic Science Center is substantially underway and that staff must move quickly on other facility projects this fiscal year.
"Site work remains ongoing at approximately 70% complete," Director Dodd said, adding that sewer tie-in, structural steel and slab-on-grade work are complete, exterior framing is about 90% done and exterior sheathing and roof work are in progress. The general contractor expects the building to be dried in by January 2026, Dodd said. The project currently carries a design and construction contingency of about $480,000.
On another project, Dodd said phase 1 of the Recovery Court addition is complete and phase 2—mechanical and interior renovations—has four general-contractor bids under review, with a purchasing-committee recommendation expected Dec. 22. He told the committee the county applied for a Department of Energy EECBG (Energy Efficiency and Conservation Block Grant) in 2024 and estimated the full mechanical-replacement scope at roughly $140,000, with approximately $80,000 covered by the grant and an estimated county share of $40,000–$60,000 depending on bids. Dodd characterized the mechanical work as time-sensitive and said staff aims to finish it in the current fiscal year.
Dodd also asked for committee approval to complete an incentive application from a regional utility identified in the transcript as "Mill Tennessee Electric" for a rooftop unit installed in October at 20 North. He described an incentive range of $80 to $200 per ton and said the county "could be awarded up to $23,000." The committee approved staff completing the paperwork; a roll-call vote recorded all members voting yes.
The committee received the facilities update and approved staff actions to pursue grant and incentive funding where applicable. Dodd asked staff and committee members to monitor timing to ensure work eligible for grant and incentive funds is completed within required windows.
