Resolutions passed included a one-time employment bonus for the cityfire administrator (Resolution 2025-15 R), the bylaws for the Social Services Commission (2025-16 R) and for the Parks and Recreation Commission (2025-17 R). Each of those measures passed by roll call; the meeting recorded a unanimous outcome on those votes.
Council authorized a one-year contract with SwimSafe Pool Management Inc. to operate the city pool for the 2026 season (Resolution 2025-18 R). Administration said the contract includes protections negotiated into the agreement: if the pool is closed for more than 14 days or a repair or loss exceeds $20,000, the city may suspend payments. City Manager Hall praised assistant staff and the city attorney for negotiating the protective terms.
The council adopted a municipal cybersecurity program after councilors noted that recent state legislation requires municipalities to maintain cybersecurity plans (Resolution 2025-19 R). Council also renewed the annual contract with the Clark County Sheriff's Department for police protection inside city limits and added a sixth officer to serve as a sergeant and law administrator for New Carlisle (Resolution 2025-20 R).
An ordinance authorizing the city manager/director of public service to enter a contract for water softening rock salt (Ordinance 2025-53) was introduced and acted on; council approved the annual procurement by roll call.
