Spanish Fort approves Numo Group contracts for new vape tax and sales-use collection; audit agreement held for more review

The Spanish Fort City Council voted to authorize one-year agreements with Numo Group LLC to manage tax administration for newly enacted vapor (vape) product taxes and to assist with sales and use tax collection. Mr. Connor told the council Numo Group has acquired Avenue Insights and Analytics and presented the services agreements, each for one year and subject to mayoral adjustments.
Council adopted the vape-tax services resolution (Resolution No. 15-68-2025) and the sales-and-use-tax resolution (Resolution No. 15-72-2025) by unanimous roll-call votes. Mr. Connor said the vape tax became effective in October and that the vendor created a separate agreement because the tax is new; he suggested the city could roll the service into other contracts over time.
Separately, staff proposed a new audit service to discover unreported business licenses; Mr. Connor described the program as a recovery and discovery audit offered by Avenue Insights/Numo. Based on work-session input, the council agreed to hold that item over to the next meeting to allow further discussion with the vendor and staff.
What it means: The adopted agreements put an external vendor under contract to assist with collection and remittance of newly enacted and existing local taxes for the coming year. The held-over audit contract will return after council and staff vet the scope.
Next steps: The mayor may finalize contract terms under the authority noted in the agreements; staff will return the business-license audit item for further review at a later meeting.
