Polk County procurement reports expanded vendor pool, reduced charges and new bidding platform

Nicole, who leads purchasing and procurement for Polk County, briefed commissioners on efficiency and cost-saving measures at the Nov. 25 meeting. She said the county implemented BeaconBid, an online bidding platform offered at no cost to the county, which expanded the vendor pool from a few hundred suppliers to over 4,000. "This increase has helped improve competition and the overall quality of our solicitations," Nicole said.
Nicole reported solicitation counts of 19 in fiscal year 2023, 24 in fiscal year 2024 and 23 in fiscal year 2025 (excluding grant solicitations). The office also standardized bid packet terms, expanded cooperative purchasing and pursued telephone-billing audits that identified nearly $14,000 in annual expenses tied to unnecessary phone lines; refunds have been received and a competitive solicitation for a service provider is rolling out.
The office said it is exploring centralized ordering for basic off-the-shelf supplies to reduce departmental spending and will continue working with the grants and contracts department to review expiring contracts and improve competitive procurement opportunities. The court acknowledged the work; no separate vote was required on the report.
