Parks department seeks ~$130,000 from Norman Forward fund to update legacy master plans

Parks staff urged the Board of Park Commissioners on Dec. 4 to approve drawing from the Norman Forward fund balance to pay about $130,000 to update several park master plans that date from 2009–2015.
Staff said many original master plans predate current recreational trends and need modest updates and new cost estimates that include modern escalation factors. Jason (parks staff) outlined proposed updates for Griffin Park, Ruby Grant, Rees Park, the Young Family Athletic Center and the Adult Wellness Center, noting Saxon Park will not be re-planned because the community prefers to keep it natural. Staff recommended limited, low-cost engagement (two to three meetings per design group) to update plans and generate accurate cost estimates to support a future Norman Forward 2 funding request.
"We would like to go through here and spend a little bit of money updating these master plans... so that we will have accurate cost estimations," staff said. The board voted to appropriate funds from the Norman Forward fund to pay for the updates and tasked staff to incorporate community and user-group input during the process.
Staff said the earliest likely public ballot for Norman Forward 2 would be 2027–2029 depending on timing and community readiness. The board’s approval authorizes staff to proceed with consultant work, community outreach and to return with updated master-plan documents and cost estimates for council consideration.
