Council expands Norman Regional Hospital Authority board and approves trust amendment

Norman — The City Council unanimously approved two related items on Dec. 9 to amend Norman Regional Hospital Authority governance: an ordinance increasing the number of board members and allowing up to two members to be appointed from other communities where the authority operates facilities, and a companion resolution approving the first amendment to the hospital trust indenture.
Assistant City Attorney Catherine Walker explained the measures update the municipal ordinance to match charter changes voters approved in 2022 and subsequent state action. The trust amendment and ordinance enable the hospital authority to appoint board members from cities where Norman Regional now operates additional facilities; at present no outside‑community members serve on the board.
Public commenter Andrew Rosno urged caution, noting earlier Norman Regional service reductions — including closure of an inpatient pediatric ward announced in June — and asking that appointees prioritize restoring and maintaining local services. Council members and staff said appointment policy and procedural details will be established following the ordinance and trust amendment.
Both the ordinance and the resolution passed unanimously; the council also adopted the companion trust amendment resolution on a unanimous vote.
