Woodlawn council approves zoning changes, fee updates and multiple fund transfers in single session

The Village of Woodlawn council unanimously approved a series of ordinances and resolutions during its June 25 regular meeting, adopting zoning changes, adjusting municipal fees and authorizing short-term fund advances tied to grants.
The council passed Ordinance 09-2024, amending section 1282.05 of the Woodlawn zoning code, and Ordinance 10-2024, rezoning properties from the Springfield Pike Overlay District to an Industrial Park District. Both measures were advanced under a suspension of the rules and approved by roll call.
Council also adopted fee changes affecting medical and nonmedical transport with Ordinance 11-2024 and amended the recreation department fee schedule with Ordinance 12-2024. For both ordinances the council voted to suspend rules, adopt the measures and declare them emergency ordinances so they take effect immediately; one council member (Cindy Chandler) objected to declaring Ordinance 12 an emergency and requested referral to the recreation committee, but the emergency declaration was approved by roll call.
Several budget and grant-related ordinances were approved to manage CDAP (community development assistance program) and other funds: Ordinance 15-2024 established the 2024 CDAP fund; Ordinance 16-2024 authorized advancing up to $64,000 from the general fund to the CDAP fund (the council noted those funds will be returned to the general fund when Hamilton County remits grant payments); Ordinance 17-2024 transferred $16,000 to the CDAP fund. Ordinance 18-2024 transferred $64,000 from the general fund to the tree board fund. Ordinance 19-2024 authorized advancing up to $42,000 from the general fund to the resource diversion fund, to be reimbursed from Hamilton County resources if the full grant is received.
Ordinance 13-2024, proposing an increase in mayor's court costs and fines, was tabled at first reading after council identified a missing attachment.
The council also adopted Resolution 17-2024 (declaring necessity for renewal of a fire levy in excess of the 10-mill limitation), Resolution 18-2024 (authorizing a funding agreement with Hamilton County for a $25,000 small event grant) and Resolution 19-2024 (authorizing the municipal manager to enter a CDBG agreement with Hamilton County). All passed by roll call.
