Woodlawn to investigate HOA utility billing after resident raises concern

The resident said some utility and maintenance responsibilities were billed to HOA members and asked whether the green space with two retention ponds was part of the village. Village Manager Tim Engle asked the resident to provide copies of the disputed bills so staff could compare them with village records and follow up with a Duke Energy representative. "If you want to bring the bills in, I'd be curious, because I know when...I would pay a bill for the Woodlawn Special Improvement District," Engle said, and agreed to forward questions to a Duke representative.
Council members and staff noted the original development documents (subdivision plat and developer agreements) generally assign responsibility for retention ponds and some private maintenance to HOAs, but they said the village would research the specific legal documents and follow up with the resident.
What happens next: Manager Engle asked the resident to provide billing copies and said village staff will investigate deed/plat records and consult Duke Energy to clarify billing responsibility and return with findings.
