Hamilton County commission approves routine appointments, brownfield application and opioid-treatment funding

At its Dec. 3 meeting the commission approved a series of resolutions: appointments to advisory boards and the regional health council, a joint brownfield voluntary agreement application for Findlay Stadium Park, and a $115,000 allocation from opioid settlement funds for medication-assisted treatment at the county jail, among others.
The Hamilton County Commission used its Dec. 3 session to approve several routine and administrative resolutions.
The commission confirmed notary applications and oaths (Resolution 12-25-1) and made appointments to advisory boards, including Ryan Jenkins to the citizens advisory board for recreation (12-25-2) and confirmations to the Hamilton County Regional Health Council (12-25-3 and 12-25-4). The updated 2026 Hamilton County employee handbook was approved (12-25-5).
The commission also authorized submission of a joint brownfield voluntary agreement application with the City of Chattanooga to the Tennessee Department of Environment and Conservation for portions of the Findlay Stadium Park campus (12-25-6). County staff stated no county funds were required for the application process and explained the agreement limits owner liability in redevelopment scenarios.
Separately, the commission allocated $115,000 of unrestricted opioid distributor settlement funds to expand access to Sublocade for participants in the medication-assisted treatment program at the Hamilton County Jail (12-25-7). Commissioners commented briefly and then approved the allocation by roll call.
Smaller local appropriations — including $1,000 to Friends of Hixson from District 3 discretionary funds (12-25-9) — and a resolution requesting the Tennessee General Assembly increase income limits for the property tax relief program in Hamilton County (12-25-10) also passed. A proposed 0% loan to Red Bank (12-25-11) was debated separately and later failed.
What happens next: staff will process the approved appointments and budget allocations; the brownfield application will proceed in coordination with the City of Chattanooga and TDEC.
