Terrace Park council rescinds prior levy resolution, sets outreach plan for November ballot

Council member LeMay introduced and council adopted a resolution repealing an earlier April resolution (4‑2‑2025) that had submitted a 5.25‑mill replacement levy to voters; council then adopted the repeal as an emergency.

LeMay outlined an outreach strategy to build awareness for the revised levy plan that will appear on the Nov. 4 ballot. Proposed steps include a Village Views letter in early September, a presence at Labor Day events, an initial town hall on Sept. 17 at 7 p.m., expanded yard signage and use of the village listserv. LeMay said volunteers and residents are being enlisted to staff outreach efforts.

During the discussion LeMay also briefed council on House Bill 335, which he said would eliminate "inside millage" and could reduce the village's revenue by about $300,000 — roughly 14% of the village's total — if enacted. Council members said they will monitor the legislation and engage in awareness efforts about potential impacts for municipalities without diversified revenue sources.

The council recorded roll-call 'aye' votes on the repeal and emergency adoption; no motions to postpone were recorded. LeMay said the village expects a second outreach event in October and asked colleagues and staff to share venue suggestions and communication channels.

Council asked that outreach messaging be clear about proposed levy rates and that staff make distinctions between prior and current proposals when communicating to residents.
