The Mooresville Police Commission approved a revised Standard Operating Procedure (SOP) on Dec. 11, 2025, to improve operational tracking of towed vehicles and remove embedded legal citations from the guidance.
The chief presented the reworked SOP, saying it was made easier to read and included operational changes such as using tow slips and printed release slips produced from the ECWS electronic ticketing form so tow companies can track vehicles. Charles, who provides legal advice to the commission, recommended removing pages 11 and 12 because they contain case decisions and statutory references that are not required parts of an SOP; he suggested those pages could be provided separately for education. The chief agreed to remove the pages.
Speaker 1 moved to approve the SOP with the modification removing the legal-reference pages; Speaker 2 seconded and the commission voted 2-0 in favor. The commission did not adopt the two pages of legal citations into the SOP, but allowed them to be distributed for educational purposes outside the procedure itself.
