Council approves housing strategies, CAPER and several code amendments in unanimous votes

Council also approved the Consolidated Annual Performance and Evaluation Report (CAPER) for FY 2024–25 for submission to HUD by Dec. 29; staff noted the CAPER public comment period closed Dec. 3 with no comments.
On the ordinance front the council approved on first reading changes to the Clearwater Employees Pension Plan code and to the purchasing code that repeal public‑private partnership procurement sections. The council also adopted two second‑reading ordinances amending the community development code's review, platting and standards provisions (ordinances referenced in the record). All votes recorded in the meeting transcript were unanimous.
Councilmembers offered brief praise for staff work on the CAPER and housing items; no substantive amendments were adopted at the meeting. Staff carry out filings and publication tasks associated with the approvals.
