Woodlawn council adopts salary changes, appropriations and vehicle-financing lease; multiple resolutions pass

Councilers voted to amend Ordinance 26-20-24 to set the effective date of the salary adjustments to July 21, 2024, then suspended the rules and passed the ordinance. Law Director advised that revision and requested the change be entered into the record before the vote.
Council also approved Ordinance 27-20-24, amending appropriations for the fiscal year ending Dec. 31, 2024, and Ordinance 28-20-24, which authorizes the village to enter property schedule No. 2 to a master equipment lease/purchase agreement with Flagstar Public Funding Corp to finance the purchase of vehicles and related documents. The ordinances were adopted after motions to suspend the rules and roll-call votes.
On resolutions, the council approved Resolution 30-20-24 to buy a 2025 Freightliner midsize truck; Resolution 31-20-24 to create the positions of assistant to the municipal manager and municipal facilities manager and set job descriptions and salary ranges; Resolution 32-20-24 to amend job descriptions for assistant finance director, clerk of council and office administrator; Resolution 33-20-24 to authorize a three-year agreement with Alloy Development Company, Inc., for economic development assistance; and Resolution 34-20-24, an addendum to the EMS billing and services agreement with MediCount Management Inc. to allow participation in the ambulatory supplemental payment program.
Each ordinance and resolution was moved, seconded and passed on a recorded roll call with council members recorded as voting "Aye." The law director and municipal manager presented the measures and answered procedural questions; no "No" or abstention votes were recorded in the transcript.
Next steps: the enacted ordinances and resolutions will be reflected in the village records; the equipment lease and truck purchase will be executed through the documents authorized under Ordinance 28-20-24 and Resolution 30-20-24. The EMS-billing addendum will allow the village to pursue additional reimbursement streams for ambulance transports under the new program.
