County committee approves $1.05 million supplemental for Burtonsville access road

The Montgomery County Transportation and Environment Committee on Dec. 8 approved Supplemental Appropriation 2624 — $1,050,000 to the FY26 capital budget — to advance the Burtonsville Access Road project.
Chair Glass said the appropriation covers additional costs identified after subsurface testing showed the soils along the proposed alignment between Spencerville Road and School Access Road were not sufficiently stable. A representative from the Montgomery County Department of Transportation said the volume of unsuitable soil and replacement costs were greater than originally estimated.
Mr. Kenny, speaking on fiscal impact, said the supplemental draws from a FY26 General Obligation (GO) bond set-aside. He said the original FY26 GO bond set-aside was $16.8 million; after this and other supplements it would be reduced to about $8.3 million. The committee clarified that the correct supplemental amount is $1,050,000, not $1.5 million as misstated earlier in materials.
The committee approved the supplemental by unanimous consent ("without objection"). The funding will allow MCDOT to proceed with the additional soil reinforcement work required for the new roadway.
Next steps: MCDOT will incorporate the revised soil remediation scope into contracting and construction schedules; the committee did not record a roll-call vote during the meeting.
