Residents raise concerns about voter-roll data, Dominion machines and enforcement actions at Kern County supervisors meeting

At the public-comment portion of the Dec. 16 meeting, speakers raised several separate complaints the board said it would note for follow-up.
Dennis McLean told the board that state-reported voter totals exceed county totals and said 26.3% of registered voters in Kern County lack birthplace information on local rolls. McLean asked the board and county counsel to review election-department reporting practices and whether the Secretary of State’s counts reflect both active and inactive registrations.
Jess Sanders urged an independent audit of the county’s Dominion voting machines, citing audits he said in other jurisdictions found inaccuracies. "If you truly want liberty and justice for all ... our current county elections department should have an independent audit of our current county Dominion machines," Sanders told supervisors. Sanders referenced audits in New Mexico and other local findings but provided no county-specific audit or test results in his remarks.
Mike Guillen described two enforcement actions—an abatement on June 28, 2023, and a vehicle removal on April 11, 2025—and said county actions left his apartment cleared, belongings removed, and some animals injured or killed. He asked the board to investigate which authority ordered the actions and to clarify how the county will release property it currently holds.
Other commentators asked the county to examine recycling 'convenience zones' and handling-fee recyclers, and one speaker corrected a previously stated lawsuit filing date and said she has asked for a $5,000 donation for Planz (Plants) Elementary.
The board did not take immediate action on these items during the meeting; staff or appropriate county offices were offered as follow-up points of contact.
