Bridgeport finance committee unveils state-backed plan for a more transparent budget process

The Bridgeport School District’s Education Finance Committee voted to approve the meeting minutes and spent much of its Nov. 19 session reviewing a state-assisted effort to overhaul the district’s budget process.
Chair Jennifer opened the meeting and said the committee would hear from the district and state technical assistance team that met earlier in the day. District staff told the committee the new process — developed with the deputy commissioner and the Metropolitan Works team — will place written deliverables and deadlines into a shared timeline and incorporate 34 audit recommendations.
Staff described the goal as creating a transparent, written calendar so principals, directors and central-office staff can justify staffing and material requests and the board can better explain budget development to the public and to state leaders. One district official said the first tranche of materials and training is expected in early December and that the team intends to return with target dates and a documented sequence of actions.
Committee members asked whether the state team was replacing or refining an existing timeline. Staff replied it would refine and backdate the district’s proposal, adding specific ‘‘deliverables’’ — for example, dates by which principals must review allocations and submit justifications — to ensure alignment with mayoral and state submission deadlines.
The committee also heard that the state will help design limits for placement, tuition and transportation costs. Members and staff agreed the approach is intended to support community outreach and coordinated advocacy with the district’s legislative delegation.
