Norfolk presents 10‑year consolidation and equity transition plan with phased redistricting and monitoring

Tonita Phillips, executive director of elementary schools for Cluster 2, and Jerry Smith, director of innovation and community engagement, presented the divisionconsolidation and equity transition plan and described a four‑phase, 10‑year timeline aimed at realigning facilities, programs and staffing. "Consolidation allows us to realign our facilities and operations so that every student has access to high quality programs and well supported learning environments," Phillips said.

The plan uses an equity framework that enumerates specific indicators — educational opportunity, facility readiness, transportation, workforce stability, student well‑being and family/community voice — and assigns cross‑functional transition committees to plan and monitor each move. Phase 1 (2025–2026) includes initial student shifts keyed to enrollment and capacity, staff transfer job fairs and legacy events for affected communities; the plan calls for a public hearing and vote on certain campus changes by March and an updated staff transfer timeline through March 16, 2026.

Board members asked how the equity indicators will be measured and how the division will convey progress to the board and public. Presenters said measures are tied to existing data processes and annual equity reporting; they also described multilingual engagement, community tours and a Wolport lookup tool to help families during rezoning. Facilities assessments and a transportation audit are scheduled to inform route redesigns and renovation timing.

Staff emphasized mitigation of disruption: monitoring systems, student bridge‑building activities, and transition committees that include school leadership, instructional staff, facilities and community ambassadors. The division said additional detailed material has been uploaded to board docs for review.
