Planning Board finds Eloise’s Place subdivision application complete, schedules Jan. 6 hearing

The Saco Planning Board on Dec. 16 determined an application to amend the Eloise’s Place subdivision to be complete and scheduled a public hearing for Jan. 6, 2026.
Applicant Austin Fagan (BH2M), appearing for CVS Foundations, said the change transfers roughly 60,000 square feet from a previously mapped Lot 5 to an adjacent lot and does not add buildable lots. Board members asked staff to confirm that Eloise’s Place is a public roadway; Director of Code Enforcement David Toomey said permits for two houses had been issued with the expectation the road was public and that the lots in question therefore have frontage on a public street.
After questions about access spacing and lot configuration, the board voted to find the application complete and set the hearing date. Staff said a full review memo will be prepared and added to the next packet.
Next steps: staff will issue a memorandum with technical comments and the public hearing will be held Jan. 6, 2026.
