Village staff said the original budget of $25,000 anticipated two charging units, but ADA-width requirements limit the site to one accessible stall; revised bids produced five proposals with only one near the budgeted amount. Chair Martha Soult moved to accept Electrical Connections' bid of $25,780; the motion passed with six yes votes and one abstention.
Council discussed operations and monitoring. The village manager said the station will be discoverable via common EV apps and that the village may monitor usage periodically or ask off-duty police to check for overstays. The council decided to start with minimal restrictions and add signage or rules if use patterns require it.
Council Member Mueller raised questions about user identification, queuing and turnover given one accessible stall for a 5,000-person village; council members said most residents already have charging options and the station is intended as a public amenity and backup.
