Residents urge action on snow safety, celebrate Marine Band funding and ask for Amtrak support

Three members of the public addressed the council during the public input portion of the meeting.

Gary Beckman of 709 State told the council he faces repeated hazardous snow and ice slides from a neighbor’s metal roof at 707 State and said city housing regulations offer no remedy. "Every time it snows out, I just dread because my life is on the line," Beckman said, asking the city to require the homeowner to install protection to prevent large snow slides. He said he had contacted the housing department and police, produced photos and urged council members to visit the site.

Scott Resack, president of the Manitowoc Marine Band board, thanked council members for a modest budget increase that enabled the band to expand from roughly 25 to as many as 70 performers and to purchase equipment. Resack said the band performed about 30 times last year, including five parades, and invited aldermen to introduce the band at Washington Park concerts.

Calling in remotely, Louis Valance identified himself as a private citizen and urged the mayor and council president to support a letter or formal resolution backing an Amtrak route extension that would make Manitowoc a stop on a line running from Milwaukee through Green Bay and into Michigan’s Upper Peninsula. Valance said federal and state grant programs are funding rail expansion and asked for the city’s support; the transcript records his statement that substantial federal grant dollars are available, a figure he presented during his remarks.
