SAC reviews draft bylaws, debates paraeducator and student term lengths; minutes approved with corrections

The Connecticut State Advisory Council for Special Education reviewed draft bylaw revisions and debated membership term lengths during its Nov. 19 meeting, while also approving the Oct. 15 meeting minutes with corrections.
Chair Missy Wrigley walked members through edits to the bylaws, which incorporated updated legislative references, added a secretary officer role, and removed vice-chair administrative duties now covered by staff. The draft also specifies that at least one officer must be a parent of a child with a disability. The council will not vote on the bylaws at this meeting; members must receive the final draft at least 21 days before a vote scheduled for the Jan. 14 meeting.
Key debate focused on term lengths for new paraeducator members and student representatives. Several members, including Tom Cosker, urged extending terms for paraeducators (currently 1 year with a possible extension) to reduce churn and ease recruitment. Some members recommended a longer term for paraeducators but preserving shorter or flexible terms for student members because of school schedules and graduation; one compromise proposed 2-year terms for paraeducators and options for student members.
Membership chair Catherine Sum reported current vacancies: three legislative seats, three student vacancies and one paraeducator vacancy. The membership committee is reviewing applications and has a potential membership chair identified.
Procedural action: Tom Cosker moved to approve the Oct. 15 minutes with the corrections discussed; the motion passed with abstentions recorded from Representative Comey, Jonathan Metcalfe and Michael Scanlon. Missy Wrigley confirmed the minutes were approved with corrections. Later in the meeting Lena Susito moved to adjourn at 10:38 a.m. and members closed the meeting.
Why it matters: Bylaw language determines membership continuity, officer roles and how the council conducts official business (including adherence to the Connecticut Open Meeting Law). Changes to term lengths affect recruitment, retention and continuity of committee work.
What’s next: The council will circulate the finalized bylaw draft at least 21 days before the Jan. 14 meeting for formal consideration and a vote. Membership committee will continue outreach to fill vacancies.
