Lancaster supervisors award $1.0M Taylor Creek Park contract and approve radio system service extensions

At its Nov. 20 meeting the Lancaster County Board of Supervisors approved several administrative and procurement actions.
Taylor Creek Park bid award: Staff reported bids for the Taylor Creek Park public-access project, an 11-acre site that will include shoreline improvements, ADA-accessible trails, a kayak launch, a restroom and covered shelters. Bay Design Group compiled the bids; Franklin Mechanical Contractors Inc. was the lowest responsible bidder. The board voted to award the contract in the amount of $1,000,887.87.
Emergency communications contracts: County staff presented two items related to the P25 emergency communications project. Staff recommended a six-month extension of the Federal Engineering contract to allow finalization of the project and assistance with decommissioning the existing system; the board approved the extension to June 30, 2026. The board also approved a 10-year master services agreement with L3Harris to provide ongoing system service, software updates and support; staff said the first payment under the new term would be budgeted in fiscal year 2027 and that previous annual service costs were roughly $40,000–$42,000.
Votes: Each of the actions was approved by voice vote and recorded as unanimous at the meeting.
What’s next: County staff will prepare contract documents and proceed with contract administration for Taylor Creek Park; staff will also finalize contract amendments and budget adjustments for the P25 service agreements.
