Highland Village, Texas — The City Council on Dec. 9 approved changes to the parks and recreation master fee schedule that move pavilion rentals to an hourly model, set a unified year-round camping rate, add reservable pickleball fees and create a reduced senior nonresident pass.
Parks staff presented comparisons with peer cities and revenue data during the early work session. Staff recommended moving DoubleTree Ranch Pavilion and other facilities from half-day/full-day fees to hourly pricing with daily caps; for example, recommended hourly rates for DoubleTree were $40 for residents and $80 for nonresidents with a daily cap. The pilot camping area would move to a single year-round rate of $35 for residents and $45 for nonresidents; staff said Pilot Knoll generates the majority of core-property camping revenue and that the fund balance for core properties is healthy.
The council also approved adding reservable pickleball court fees (recommended $5 per five-hour block for residents and $10 for nonresidents) while preserving open courts for casual play. The Park Board recommended a senior nonresident annual pass be reduced from $100 to $75.
Councilor John (Speaker 7) moved to approve Resolution 2025-3228 adopting the Parks Board's recommended rates; the motion was seconded and carried 7-0.
Councilors asked staff to return in one year with comparative data showing the fiscal effect of the new fees on visitation and revenue so the council can compare pre- and post-change performance. Staff agreed to provide a 10-month follow-up report capturing usage and revenue under the new rates.
