Burke County Public Library asks commissioners for $286,000 to qualify as independent system

Joyce Thomas of the Burke County Public Library told the Burke County Board the library will leave the Greater Clark Hill Regional Library System and begin operating as an independent county library system in January 2026. She said the change affects manager salaries, circulating materials and database access previously supported by the regional system.

Thomas said state regulations require a county library system to meet a $1,000,000 minimum funding threshold and that Burke County must provide roughly $286,000 in additional support to reach that level. "We are asking — we are seeking $286,000 to help us reach the required $1,000,000 threshold necessary to qualify as an independent county library system," she said.

Thomas told the board the requested funds would cover continued operation areas previously provided by Columbia County’s system, including staff salaries, library materials and vital online databases. She also said, according to the presentation, current county funding accounts for about 80% of the library’s total funding.

Board members asked whether the $286,000 would be a recurring request; Thomas responded that it would be an annual ask. The board did not make a funding decision at the meeting; members requested follow-up information and context about how the change would affect services and budget lines.

The library’s request will be considered alongside routine budget work the board scheduled for a special meeting on Dec. 8, pending receipt and review of tax and finance data.
