Panel A of the Medical Board of California convened Dec. 3, 2025, and held elections for its leadership before hearing two remanded matters. At the start of the 1:00 p.m. session, a member nominated “Doctor Chai” for chair; the panel conducted a roll call vote and the motion carried unanimously. Annie Chung was nominated and seconded for vice chair; that motion also carried unanimously.
The votes were taken by roll call after the chair called for nominations and no alternate nominations were offered. Panel members present during the votes included Mr. Arkatov, Dr. Ayala Rodriguez, Miss (Annie) Chung, Dr. Mahmood, Dr. Solis, Dr. Tsai and Mr. Watkins, who announced their affirmative votes on the record. With officers installed, the panel turned the meeting over to Administrative Law Judge Juliet Cox, who presided over two scheduled oral-argument matters.
