New Kent supervisors approve CUP for preschool at Providence United Methodist Church

NEW KENT, Va. — The New Kent County Board of Supervisors on Dec. 8 voted unanimously to grant a conditional-use permit to allow a preschool to operate at Providence United Methodist Church, 4001 New Kent Highway.
Planning staff presented the application—CUP O3-25—and recommended approval with conditions to address traffic, parking, hours and safety. The permit allows the applicant to provide care for up to 60 children at any one time, operating weekdays from 7:30 a.m. to 5:30 p.m., and to use an existing 7,000-square-foot fenced play area on the property. Staff noted the county’s building division will determine final occupant load and any necessary building improvements at the certificate-of-occupancy stage.
Applicant Lacey Kane told supervisors she expects to hire 10 to 12 preschool employees, some part-time, and said she plans to recruit locally and run a teacher-development nonprofit alongside the business. "I think so," Kane said when asked whether she could find the staff needed; she also said room sizes and Department of Education guidance may limit actual daily enrollment in practice.
Planning conditions added to the permit require the applicant to coordinate with the sheriff’s office for a security assessment and to comply with land-disturbance, erosion-control and building-code requirements if work exceeds applicable thresholds. Planning staff noted the planning commission forwarded a favorable recommendation on Nov. 17.
Supervisor Moyer moved to adopt Resolution R-38-25 to approve the CUP subject to the proposed conditions; the motion passed by recorded aye votes from all members present.
The permit allows the preschool to operate in hours when the church is not in use and requires a staggered two-hour window for drop-off and a two-hour window for pickup to spread traffic. The county’s building official will confirm final occupancy and any needed improvements at the CO stage. The board did not set a start date for operations during the meeting.
The board’s action completes local land-use approval; the applicant will still need applicable state certifications for child-care operation.
